MAYOR Raymond Tucker was one of the most consequential leaders St. Louis ever experienced. The Postwar Years were bursting with new ideas and new energy. He was an outstanding engineer, a brilliant professor, and a reluctant politician. He knew what had to be done, and he knew that old-fashioned politics would not accomplish the challenges facing the city. Professionalism, not partisan games, would be his path.
Raymond Tucker led St. Louis through the Civil Rights Era. Martin Luther King visited the city six times under his tenure. Tucker broke gender and color barriers with his appointments. He did community engagement before it was common practice. He helped St. Louis transition out of a segregated semi-Southern city and deal with issues of race, poverty, and opportunity. Of course, some folks had to be dragged kicking and screaming.
The Mid Century Modern Era of the 1950s was a dynamic time of change. The city was bursting and planned for a Baby Boom population of 1 million. It was replacing worn-out infrastructure with modern interstates, modern housing, and modern attitudes. Tucker helped navigate the growing pains associated with it all. Most impressive, though, was the Gateway Arch planned for the riverfront. It was approved in the 1930s, designed in the 1940s, and it wasn't until Raymond Tucker stepped in that construction actually began.
